Secrets and Clues

Ibbalan the Illustrious is smuggling goods through Ashadar to Nuria Natal to put the risk on Parsis the Hidden.
It is illegal to trade magic goods between the DE and its enemies which include Nuria Natal.
Ibbalan is incredibly vain and thinks himself smarter than the other dragons.
If goods are being smuggled through Betik. It's unlikely it has escaped the watching eyes of Parsis and his spies.
Parsis runs a very powerful spy network run by Parsis's spymaster Kah-Vizier Al-Eski's known as the Hidden Eye.
A shadow road lies between Nurduran and Ashadar called the Scholar's Path. It's heavily guarded and watched by agents of both Parsis and Ibbalan.
The Scholar's Path is used to transfer gold between Ashadar and Nurduran for the war effort in the north west.
Ibbalan the Illustrious is heavily engaged in the current holding of Kyprion and Rumela, taken from the Seven Cities. The battles have been costly.
Parsis is supposed to fund the supply lines and the Sharpened Coin mercenaries bivouacked in Nurduran.
There's a keep – Obsidian Fortress of Baal – along the Scholar's Path outside of the shadow roads, where the money is kept before it arrives in Nurduran.
A Spellscale Vassel of Ibbalan named Graymist guards the treasury in Blackspire.
A young brass dragon named Sunray oversees Blackspire on behalf of Ibbalan.
